New energy vehicle promotion

The "Ten Cities, Thousand Vehicles" energy-saving and new energy vehicle demonstration project launched at the end of 2008, after participating in the city's vigorous enclosure project establishment, ribbon-cutting, launching ceremony and establishment of an industrial alliance in 2009 and 2010, suddenly cooled down after 2011. "Hot policy, cold market" has become an embarrassing portrayal of the development status of new energy vehicles. The reason is that Zhao Hang, director of China Automotive Technology Research Center, believes that the policy concentration is not enough. "In the case of insufficient product maturity, it is not appropriate to build too many demonstration cities." The "Ten Cities, Thousand Vehicles" demonstration project was originally planned. Since 2009, it will take about 3 years to develop 10 cities every year, and each city will launch 1,000 new energy vehicles for demonstration operation.

In 2009, it was first launched in 13 cities including Beijing, Shanghai, and Chongqing. At that time, it focused on public services such as public transportation, taxis, public affairs, sanitation and postal services. In 2010, 12 cities including Tianjin and Xiamen were added as the second and third batch of pilot cities. At the same time, 6 demonstration cities will be selected to start the pilot work of private purchase of new energy vehicles.

As of the end of 2011, the 25 cities that participated in the demonstration of energy-saving and new energy vehicles had achieved only 38% of the actual promotion target, and most of them were hybrid buses, and the proportion of pure electric buses was very low. "Inadequate research and development in the early stage will make the demonstration city become the user of the test product. Tens of thousands of new energy vehicles have been demonstrated and tested across the country. The feedback information collected is messy. , concentrated, it is easy to give the impression that all new energy vehicles are faulty. As soon as I heard that there were so many problems, the market cooled down and began to reflect. "

The unsatisfactory performance of the demonstration project led to the government's hesitation. For a time, the "Energy Conservation and New Energy Vehicle Industry Development Plan (2011-2020)" was delayed and revised repeatedly, and the demonstration project was not approved. mouth. "Whether it is the attitude of the central government, the enthusiasm of local governments, the maturity of product technology, and the follow-up of supporting infrastructure, there are great uncertainties." A person who has participated in the investigation of new energy vehicle demonstration cities Industry experts said that although the demonstration cities have expressed their desire to increase the horsepower to promote electric vehicles, he believes that it is very difficult. For this reason, Zhao Hang suggested that "the new energy vehicle test stage should not be promoted on a large scale."

On August 29, 2015, Hou Fushen, Deputy Secretary-General of the Society of Automotive Engineers of China, said at the 2015 China (Suizhou) Special Purpose Vehicle Industry Development Forum that according to the statistics of the first half of the year, the total sales of new energy vehicles in China in the first half of 2015 reached 72,711, more than With sales of 52,704 vehicles in the United States, my country has become the world's largest new energy vehicle market. [2]

In 2015, my country issued the "Guiding Opinions on Accelerating the Construction of Electric Vehicle Charging Infrastructure" [3], which proposed that by 2020, a moderately advanced, intelligent and efficient charging infrastructure system will be basically built, which will meet the needs of more than 5 million vehicles. Electric vehicle charging needs. In this regard, Tong Guangyi, deputy director of the Electric Power Department of the National Energy Administration, said that by the end of 2014, there were 120,000 electric vehicles of various types in my country, and the production and sales of electric vehicles in the first half of the year were about 80,000; the monthly production and sales have exceeded 20,000. Therefore, it is expected that the cumulative production and sales volume will exceed 320,000 units by the end of 2015, with a rapid growth momentum. Although it is a little short of the planned target of 500,000 units, it is estimated that it will be reached in the first half of 2016.
